Quality Control / Site Safety & Health Officer (QC/SSHO)

Location: Tinker AFB, Oklahoma City, OK

Employment Class: Full Time Regular

FLSA Classification: Exempt - Salaried

Position Summary:

Silver Lake Construction, LLC (a federal government contractor) is seeking a qualified QC/SSHO who will have good working knowledge of civil, architectural, mechanical or electrical discipline and a solid understanding of the other disciplines. Good working knowledge of construction means and methods associated with the renovation and construction of commercial and institutional buildings and site work.

Essential Duties & Responsibilities:

* Create, update and maintain the project submittal log and all other project specific quality control reports;
* Review shop drawings and submittals for conformance with project specifications by direct review and by leveraging the knowledge and experience of others in the project team when necessary;
* Chair and document weekly QC meetings with the superintendent and provide written minutes as described in project specific contract documents;
* Provide written daily QC reports that reinforce activities that are being constructed in conformance with each specific project's established standard and constructively confronts non-conformances to produce the desired outcome in a timely manner;
* Conduct preparatory, initial and follow up meetings to establish an understanding of the standards of care desired for each definable feature of work. Verify that checklists are being used and signed off prior to the placement of concrete, steel and other similar items of work;
* Verify and document that all materials received for the project are in conformance with the approved submittal, are handled and stored appropriately and are acceptable for use in the project;
* Conduct preconstruction meetings with new and existing subcontractors and the superintendent at least two days prior to the start of each new phase of the work to discuss issues that affect quality. Document these meetings in the daily QC report and Preparatory Phase reports.
* Schedule, document the results of, and maintain a log of all code and independent inspections that are required. Clearly document, correct and re-inspect all non-conformances prior to covering up work.
* Conduct periodic follow up inspections to verify that work is proceeding with the contract documents and the approved submittals. (Desired results come from what is inspected, not what is expected.);
* Coordinate and document the testing and commissioning of building systems;
* Document and distribute pre-punch lists, punch lists and the completion of these lists.
* Document final inspections, certificates of occupancy and acceptance of the works and various phases thereof;
* Maintain the project "as-built" drawings on a daily basis;
* Assemble and forward project closeout documents that include O&M manuals, as-builts and warranties; and
* Stop work if necessary to resolve matters that affect safety, quality and/or inhibit the logical progress of work.
* Attend pre-work meetings and produce job-specific APP and Activity Hazard Analyses (AHAs), in accordance with Silver Lakes Safety and Health Program.
* Work as member of the project team, including sub-contractors, to ensure implementation and continuous monitoring and enforcement of the provisions of the project APP and AHAs.
* Ensure that all activities are conducted in accordance with all applicable OSHA requirements and regulations, and other applicable regulations.
* Conduct regular site inspections, recording all violations and noting what remediation needs to occur to keep the project moving safely.
* Prepare comprehensive reports of safety inspections and complete all safety related documentation and paperwork.-
* Coordinate response to on-site emergencies, and interface with off-site and on-site emergency response entities.
* Conduct safety training, including new employee orientation or refresher training, and on-the-spot training to all personnel.
* Work with the management team to develop new safety policies, refine existing policies, modify design requirements, and draft construction-related specifications.
* Other duties as assigned

Education & Experience Requirements:

* High School Diploma
* Five (5) years of Construction Industry safety experience on similar projects in supervising or managing general or industry construction (managing safety programs or processes or conducting hazard analyses and developing controls).
* Maintained experience (taken 24 hours of documented formal or on-line safety and health related coursework in the past three years). The training must be applicable to the work being performed on the project. Teaching is not considered the equivalent of attending training.
* Safety Engineer shall be able to demonstrate training in the following areas: Personal protective equipment and clothing to include selection, use and maintenance, hazard communication, excavation, scaffolding, fall protection, and confined space.
* Proficiency in Microsoft Word, Excel, and Outlook.
* Excellent written and verbal communication.

Certification Requirements:

* OSHA 30-hour Construction Safety Certification (within past five years)
* USACE Quality Control Management Certificate
* Current First Aid/CPR/AED Training

Working Conditions/Working Environment/Physical Demands

* Some walking and standing required. You may have to lift and carry equipment (i.e. books, tools) weighing approximately 10-15 pounds.
* Most of the work is performed indoors
* Work in the occupation involves making repetitive motions more than 1/3 of the time
* Requires standing for periodically
* Must be able to stand, stoop, kneel and bend
