The Air District is currently accepting applications for the position Human Resources Analyst I/II (Training and Organizational Development Analyst) in the Human Resources Division. This is an open recruitment for one (1) full time, exempt, confidential position.

About the Position:

The Human Resources Analyst I/II (Training and Organizational Development Analyst) is responsible for administering and developing Air District-wide organizational development and training activities, including coordinating training for individuals and departments, conducting training related to human resources, and administering the learning management system. The Human Resources Analyst I/II (Training and Organizational Development Analyst) may also work on other human resources initiatives and projects including our mentoring and internship programs, various fellowship initiatives, and work related to our 5-year Air District Strategic Plan.

Under direction, performs a variety of professional and analytical human resources work related to employee training and organizational development, management and employee consultation, employee relations, classification and compensation, recruitment and selection, employee benefits, workers' compensation and safety, and equal employment opportunities; performs related work as assigned.

Conducts needs assessments to determine training needs of individual employees and departments and develops recommendations for Air District-wide training goals and strategy.

Develops training curriculum on a variety of specific topics, working effectively with internal and external subject matter experts as needed to ensure that all materials are up to date, accurate and relevant.

Plans, schedules, and facilitates training and other District-wide events and activities. Provides liaisons between external training providers and District staff.

Arranges for logistical details related to training. Gathers and assembles materials for training presentations, including workbooks, handouts, Power Point slides, etc. Coordinates and participates in set-up of training rooms and facilities, including set-up of audio/visual equipment for remote and in-person training. Orders refreshments for participants.

Presents training on topics that the incumbent has demonstrated expertise or extensive background in, or in which the incumbent is a subject matter expert.

Coordinates and prepares Request For Proposals (RFPs) and contracts for training and organizational development projects as needed. Coordinates contracts with external training and organizational development providers. Coordinates payment of external training and organizational development providers.

Compiles and maintains District training records to ensure compliance with applicable laws and regulations (e.g., Harassment Prevention Training for Managers and Supervisors, Ethics Training). Administers and maintains the records for Form 700 Statements of Economic Interests.

Identifies and recommends resources for staff development such as mentoring, coaching and creating individual development plan as needed.

Assists in the administration, interpretation and development of personnel and administrative programs, policies and procedures; analyzes impact of new programs, policies (including legislation) and procedures on the organization and makes findings and recommendations.

Coordinates and performs special human resources projects and analysis and composes correspondence and reports.

Provides accurate information to employees and effective consultation to management staff on employee relations and other personnel-related matters, including interpretation and application of various District policies and procedures such as the MOU and Administrative Code.

Drafts human resources related Board of Directors/Committee agenda items; develops and prepares supporting documentation; assists in the preparation of presentation materials; serves as subject matter resource and/or presents agenda item to the Board of Directors/Committee as assigned.

Maintaining the District's Human Resources Information System and database and uses System as needed to perform assigned work; prepares reports.

Assists the Human Resources Director in the formulation of policy, goals and objectives, and the annual budget for the training program.

May provide day-to-day lead direction to lower-level analysts, paraprofessional and clerical staff and review their work on special projects as assigned

May assist in other human resources programs and projects as assigned, including employee and labor relations, recruitment and selection, classification and compensation, and others.


Minimum Qualifications

Education and Experience:

Human Resources Analyst I: Equivalent to graduation from a four year college or university with major coursework in human resources, public or business administration, or a closely related field.

Human Resources Analyst II: In addition to the above, two years of experience performing professional and analytical human resources work in employee relations and at least two (2) of the following human resources programs: classification and compensation, recruitment and selection, employee benefits, employee training and organizational development, workers' compensation and safety, and equal employment opportunities. Experience performing these functions in a public agency setting is desirable.

Directly related experience may substitute for education on a year for year basis.

Selection Criteria:

Selection may be based upon a competitive examination consisting of a written exercise, interview, or combination of the two. Depending on the number of qualified applicants, an application screening and/or panel interview may be used to determine the most qualified applicants.

The Air District may hire from this recruitment process to fill future vacancies occurring within the next 18 months.
