Stewardship, transformation, strong program ownership and customer focus highlight key capabilities necessary to drive value creation for the FHR Pipeline & Terminal business supporting compliance programs in Emergency Response and Security. This role will develop and manage the ER and Security program for specific pipeline and terminal facilities, in addition to specific program ownership and on-going program management.

What You Will Do
* Lead the organization forward in Emergency Response and Security preparation and capability development
* Proactively identify, evaluate, recommend, and lead innovative solutions to improve the ER/Security program
* Develop and lead operations in preparation for incident command roles with a focus on core requirements including planning exercises, drills, and equipment deployments
* Proactively assess the organization's Incident Command System (ICS) role capabilities and design plans and programs to improve key priority areas
* Develop simple systems and programs that differentiate compliance and beyond compliance investments using a risk-based approach to beyond compliance actions, with transparency to the business for decision makers
* Own management of change of plans and procedures for administrative and technical updates, prepare new plans/procedures as needed, and conduct effective plan reviews
* Implement approaches including development of tools and guides, local emergency responder relationships, security, tactical response and fire plans for critical assets and locations
* Develop and facilitate effective, adult learning-based training, of internal personnel
* Act as liaison for guidance and direction on ICS and participate as an on-call Emergency Advisor
* Perform site assessments, including on-site visits supporting operations in application of the program
* Participate in agency inspections and respond to agency requests and prepare reports for submittal
* Any additional tasks, as assigned, to assist with capability improvements that may include, system sustainability, work management systems, training systems, and the management of change process

Who You Are (Basic Qualifications)
* Experience or education in one of the following areas: emergency management, operational pipeline transportation, regulatory compliance in a pipeline company, health and safety and related industry, or governmental agency
* Valid driver's license

What Will Put You Ahead
* At least 1 year of experience in one of the following: emergency management, military emergency response, facility security, operational pipeline transportation, regulatory compliance role in a pipeline company, health and safety, related industry, or governmental agency
* Contributions motivated, self-directed, and flexible, possessing good judgement and problem-solving skills
* Strong team player, with ability to motivate and work with others at all levels in an organization
* Ability to manage and prioritize multiple initiatives at once, delivering high quality results
* Good communication skills with ability to deliver clear, concise, and timely oral and written communication
* Strong leadership qualities with ability to positively influence others
* Implement Incident Management / Incident Command with a strong collaborative presence
* Familiar with Federal and State Emergency Preparedness and Response regulations such as DOT 192/195 emergency procedures, OSHA emergency response plans, and OPA 90 regulatory compliance
* Familiar with Federal Security Regulations such as USCG MTSA, DHS CFATS, and TSA
* Associates or bachelor's degree

Other Considerations:

* Position requires travel of up to 30%, including overnight trips
* Frequently works in hot, cold, or inclement climate conditions
* Ability to negotiate in, on and around assets at both grade level and above grade level
* Position requires the ability to respond to calls outside of business hours for emergency response or to meet compliance deadlines

For this role, we anticipate paying $75,000-115,000 per year. This role is eligible for variable pay, issued as a monetary bonus or in another form.
