We are actively looking for a Proposal Manager to join our Marketing team in Southern California. As part of the Marketing Group, the Proposal Manager will support the firm's business development efforts. This role leads and supports marketing pursuits with our new and future clients in the area, including Caltrans, LA Metro, Port of Long Beach, Port of Los Angeles, City of Los Angeles, OCTA, SANDAG, and others. Proposal Managers are responsible for leading the development of pursuit strategies and persuasive deliverables that differentiate and create a competitive advantage for our firm. The successful new hire may work out of our Costa Mesa, Long Beach, or Ontario offices, or work from home.

Duties and responsibilities:

  • Manage transportation-focused proposals, statements of qualification, and pursuit deliverables from capture planning through to shortlist presentation development and coaching for highway, bridge, port, and railroad efforts
  • Collaborate with project managers, key engineering and planning staff, graphic designers, and fellow marketers to ensure deliverables meet client needs and RFP/RFQ requirements
  • Guide pursuit/proposal teams in developing and refining winning strategies and themes, compelling messages, and persuasive benefit/differentiator pairs
  • Develop and write persuasive messages based on information from independent research, meetings with proposal team members, and knowledge of organizational capabilities and services
  • Consolidate team input into clear and effective responses, write executive summaries and non-technical content, tailor project and resume information to the specific needs of each pursuit and client
  • Provide preliminary and final quality control check of materials, including proofreading for grammar, request for proposal (RFP) compliance, and conformance to proposal strategies and win themes
  • Collaborate with graphic designers to develop visual themes that support winning strategies and appropriately address target audience
  • Manage and coach large teams of professionals on presentation skills
  • Contribute to the firm's newsletter, internal and external communications, award submittals, white papers, industry articles, and conference presentations

Qualifications:

  • Bachelor's degree in English, Marketing, Communications, Business, or related discipline, required
  • 10+ years of marketing experience in the infrastructure engineering business; required
  • 5+ years of professional proposal management experience pursuit and proposal efforts in the Southern California Transportation markets; required
  • High level of proficiency in Adobe Creative Suite (particularly InDesign)
  • Experience and success working in a demanding, deadline-driven environment with professionalism, efficiency, and attention to detail
  • Demonstrated initiative, follow-through, researching, and problem-solving ability
  • Client service oriented
  • Excellent communication skills (verbal, written, and presentation)
  • Availability and willingness to travel
  • All new hires will be required to successfully complete and pass a pre-employment (post offer) background check in compliance with NIST 800-171

Base salary range:

$110,000 to $140,000 based on years of experience, level of education obtained, professional registration, and meeting required qualification in job description.

Base salary range only applicable for candidates who will be hired and working in the California markets.

Working conditions:

Sedentary for prolonged period of time, interact with clients, and travel occasionally.
