Position Purpose:

The Director of Quality and Compliance is responsible for the establishment, documentation, implementation and maintenance of the quality management system and regulatory compliance for VersAbility Resources. The incumbent is responsible for establishing quality systems, collecting and tracking quality-related data, reporting results of quality audits and recommending quality system improvements. The Director of Quality and Compliance will use the process approach to evaluate the performance and effectiveness of the quality management system. The incumbent will also be responsible for the Human Rights program, reporting all critical incidents and allegations of abuse, neglect and/or exploitation to appropriate agencies and investigating all allegations of abuse, neglect, and exploitation. This position will also chair the Incident Review committee, serve as Corporate Compliance Officer and serve on the Safety Committee.

Primary Duties:

  • Ensure documentation is generated to evidence continual improvement and effectiveness
  • Ensure implementation and training occur on the quality management system as needed
  • Lead the quality improvement program related to VersAbility Resources' business operations and obtain and maintain specific lines of business certifications to include ISO and other industry standard certifications
  • Lead the quality improvement program related to the provision of services for individuals such as meeting the Virginia Department of Behavioral Health and Development Services (Licensing) requirements, the Virginia Department of Medical Assistance Services (Medicaid) requirements, the federal AbilityOne program regulations, CARF accreditation standards, the Department of Aging and Rehabilitative Services extended employment service requirements and the requirements for home and community based services
  • Serve as Lead for external audits and reviews conducted by the Department of Behavioral Health and Developmental Services, the Department of Medical Assistance Services, CARF, SourceAmerica, the US AbilityOne Commission and ISO certification bodies
  • Serve as Management Representative for the quality management system, Corporate Compliance Officer, and Human Rights Officer
  • Review all incident reports, ensure they are logged into the system correctly, track and trend incidents, and Chair the Incident Review Committee
  • Report all critical incidents and allegations of abuse, neglect and/or exploitation to appropriate agencies per regulation
  • Conduct investigations for serious incidents and allegations of abuse, neglect and/or exploitation
  • Oversee the Human Rights program to include meeting regulations, training staff members and serve as the company's liaison to the Local Human Rights Committee
  • Coordinate submissions of corrective action plans, quality improvement plans and supporting evidence following external audits/reviews
  • Provide feedback to Senior Leadership regarding the quality management system, overall organizational compliance, and related concerns
  • Provide supervision and oversight to the Quality and Compliance Manager
  • Ensure a comprehensive document control system is implemented, maintained, and coordinated with the Human Resources department
  • Maintain records and ongoing data related to the quality management program; prepare and submit quality management records, recommend service and business quality improvements and recommend improvements in the quality management system
  • Utilize the Balanced Scorecard for entering and tracking data on Quality Objectives, internal compliance reviews and external audits
  • Work with program supervisors to ensure VersAbility Resources meets applicable requirements regarding the provisioning of services for people with disabilities
  • Ensure VersAbility Resources is compliant with standards related to employment and business operations, including the federal AbilityOne program
  • Develop and manage the Quality and Compliance department budget and other administrative tasks to meet organization goals and established outcomes
  • Provide support for community integration efforts and HCBS Rights Compliance
  • Other duties as assigned

Qualifications/Skills Knowledge & Abilities:

Education:
Bachelor's degree in Human Services or related field required. Master's degree preferred.

Experience:
At least 5 years' experience working in the disability field, with 3 years of supervisory experience. Direct experience with developing and implementing quality management systems highly desirable.
