Overview:

The Laboratory Modernization Division(LMD)at Oak Ridge National Laboratory (ORNL) is seeking qualified applicants for the position of Construction Field Representative, with emphasis on new construction and renovation of nuclear and radiological facilities. This position will support LMD customers building and updating facilities that are managed in 10CFR830/NQA-1 PAAA environments.

Major Duties and Responsibilities:

  • Conduct daily field inspections of all active construction sites.

  • Provide oversight of contractors to confirm project goals (cost, schedule, and quality) and customer satisfaction are being met.

  • Witness acceptance testing as required in specifications (megger testing, load bank testing, commissioning, etc).

  • Oversee subcontractor adherence to the ORNL Integrated Safety Management requirements, as well as DOE 10CFR830/PAAA quality requirements.

  • Oversee subcontractor work practices for compliance with the health, safety, and quality elements of the technical specifications.

  • Serve as point contact between the subcontractor and ORNL project team regarding technical matters and coordination of work.

  • Meet with building occupants and facility operations personnel to understand user needs and sensitivities for the facility construction, turnover, and operations.

  • Develop SOW documents for subcontract change orders, and review contractor proposals to determine of price and scope are reasonable.

  • Manage the work performed by ORNL operations and maintenance craft and construction subcontractors for facility support, modification and construction.

  • Assist in preparation of excavation and penetration permits including field verifications and incorporating as-built drawing revisions.

  • Assist in preparation of planning documents including schedules, site master plans, and move in planning documents.

  • Assist in preparing outages and planning successful missions with multi-disciplined stakeholders.

  • Provide timely notification and reporting of incidents, occurrences and events.

  • Promote construction safety on construction job sites through electrical work process assessments, work control reviews, and electrical safety education & training.

  • Review subcontractor safety programs/procedures, field construction hazards, and field work control documents.

Basic qualifications:

  • BS degree in engineering or construction management with a minimum of eight years of relevant experience, managing and overseeing field construction work in nuclear and radiological facilities. An equivalent combination of education and experience may be considered.

  • Excellent understanding of architectural and engineering drawings.

  • Experience performing constructability reviews, options analysis, and conceptual engineering for field construction conditions not anticipated during project design.

Preferred qualifications/experience:

  • Training and proficiency in implementing 10CFR830/NQA-1 PAAA nuclear/radiological quality requirements in a construction environment.

  • Training and proficiency in DOE safety culture and expectations defined in 10CFR851.

  • Experience with maintaining configuration control of assigned systems.

  • Experience with design and construction software programs commonly used in the industry (e.g., Bluebeam, Prolog, etc.).

  • Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
