Posting Summary
Rutgers, The State University of New Jersey is seeking a Business Mgr II SPVR for the School of Environmental and Biological Services. Reporting to the Chief Financial Officer, the Grants and Contracts Manager is responsible for the daily operations as it relates to Research and Sponsored Projects within the School of Nursing. Provides full oversight of all grant post-award administration for the School of Nursing.

Among the key duties of the position are the following:

  • Provides independent accounting and budgeting support to Directors and Principal Investigators including but not limited to proposal budget development, financial monitoring, review and analysis in accordance with University grants and contracts policies and policies as well as funding agency guidelines and requirements including both federal and state agencies.
  • Supports PIs in providing information for budget development.
  • Manages all aspects that fall within the post-award category, overseeing the allocation of salaries to grants and ensuring consistent reconciliation of all sponsored projects and projects related to research activities.
  • Acts as the primary approver for expenses against projects, providing proactive guidance to PIs and the grants and Contracts Analyst to ensure proper expenditures and no overdrafts.
  • Manages the Effort reporting process, working with supporting staff and PIs to ensure timely allocation of effort on projects, processing salary adjustments as needed, and coordinating ECRT certifications in line with the University's required timeline.
  • Works with the Grant and Contract Accounting office very closely to ensure timely financial reporting for all sponsored projects, maintaining a tracking system detailing the reporting schedules and required documents.
  • Prepares for grant account closeouts, working with PIs and financial staff to identify and process cost transfers, and salary reallocations as needed and appropriate within the stated University and sponsor guidelines.
  • Performs other duties and tasks as required for the smooth operation of the Finance Department within the School of Nursing.

Qualifications


Minimum Education and Experience

  • Requires a bachelor's degree or an equivalent combination of education and/or experience that demonstrates comprehensive knowledge and understanding of general accounting principles and practices.
  • Also requires a minimum of five years of relevant grant administration professional experience in a financial/ accounting function particularly in the area of grant management.

Required Knowledge, Skills, and Abilities

  • The ability to work on multiple tasks simultaneously and a professional/courteous manner when working with both internal and external constituents.
  • Demonstrated analytical skills that allow for interpretation of budgetary, financial, and related management information.
  • Excellent computer skills and experience using spreadsheets, charting, and other software tools, such as Microsoft Word, Excel, PowerPoint, Tableau.
  • Excellent attention to detail with a high degree of accuracy.
  • Strong communication skills, with the ability to present and clearly articulate analytical results and findings to a diverse set of people with varying skill sets.
  • The ability to exercise good judgment and discretion, especially with regards to sensitive or confidential financial or organizational matters.
  • The ability to respond flexibly and positively in all circumstances, and to work calmly under pressure.
  • The ability to interact and work effectively with diverse people and a wide range of stakeholders, including but not limited to, Faculty, Administrators, Research Staff, University Officers and any additional key points of contact.

Preferred Qualifications

  • 5+ years experience in a University environment preferred.
  • A firm understanding of how to administer both State Contracts and Federal Awards.
  • Knowledge of Rutgers University-sponsored projects and accounting procedures is strongly preferred.
  • Experience using applications such as RAPSS, Oracle General Ledger (Discoverer Reports), ECRT, PeopleSoft HCM, or similar systems.
  • Two years of experience in personnel supervision is preferred.
