Job Summary

Coordinates, benchmarks, oversees, and closes out gas and electric construction layout and surveying and right of way tasks. Inspects field layouts and installation of those facilities to ensure compliance with Company standards, Company procedures and with various governmental agency requirements. Assigns, monitors and tracks right of way acquisition projects from beginning to closing.

Essential Functions

  • Provides project management for acquisitions of routes, areas, and sites for large scale capital projects.
  • Assigns and routes work for Company crews and contractors according to pre-determined work schedule priorities.
  • Ensure all work is performed in accordance with Company standards, procedures, and safe work practices and in compliance with government regulations.
  • Visits job sites to ensure that the tasks are being performed according to plans, review and discuss any problems that may occur with the contractor, and to check the quality and quantity of work being performed.
  • Coordinates with engineers, surveyors, right of way agents, attorneys, appraisers, consultants, environmentalist on capital projects.
  • Performs field checks of proposed job sites to coordinate activities with city, county or state improvement projects, other utilities, and customers in effort to prevent issues and avoid conflicts.

  • Reads and interprets deeds, easements, survey field notes, maps, plats, drawings, and construction plans.
  • Reads and comprehends land and/or real estate purchase and sale agreements.
  • Oversees and provides detailed instructions to land surveying, land appraiser, environmentalist, outside counsel attorneys and right of way contracting companies.
  • Consults with leadership on matters related to surveying and right of way tasks and assists in the preparation of project budget as applicable.
  • Checks project reports, work orders and billing for timeliness, accuracy and completeness.
  • Ensures that all project documentation and close out requirements are managed in compliance within ITM and with SAP process flow guidelines.
  • Performs material analysis in SAP and makes comment entries when necessary.
  • Prepares cost estimates, develops and maintains approved budgets for projects.
  • Must demonstrate commitment to Company Safety Rules and Procedures for both office and field personnel.
  • Must demonstrate commitment to compliance with applicable laws and regulations, the Company's Ethics and Compliance Code of Conduct, and other Company policies and procedures and take all required training courses.
  • Must demonstrate respect for all Individuals and adhere to the Company's values and business practices.

Education Description

  • Preferred Bachelor's degree in Business Administration or a technical discipline related to land surveying, civil engineering, right of way, land management or a related field, from an accredited college or university.
  • In lieu of a Bachelor's degree, an Associate's Degree or High School Graduate or GED will consider a combination of education and related experience in land surveying, real estate, right of way acquisition, easement document preparation, document management, land and title research and/or electric/gas construction totaling four (4) or more years.

Experience

Preferred minimum of seven (7) years of related experience in one or more of the following: leading field survey crews, acquiring right of way, civil engineering, legal practice related to real property, project management, inspection, quality assurance, or electric/gas construction.

Physical Requirements

  • Able to exert more than 30 pounds of force occasionally and more than 10 pounds of force frequently to move objects.
  • Able to bend, lift/carry, climb, crouch, reach, squat and sit for long periods of time.
  • Able to sit, stand or walk for long periods of time.
  • Able to view computer terminal for extended periods of time.
  • Able to demonstrate manual dexterity to operate a personal computer.
  • Able to operate copy machine, fax machine, calculator, telephone and other office equipment.
  • Able to work a varied schedule with projects and deadlines requiring the ability to meet changing demands.
  • Able to operate and drive a motor vehicle.
  • Able to conduct frequent field job site inspections to various locations and in all weather conditions.
  • Able to respond to emergency call outs at any time day or night.
  • Active participate during an EOP event

Working Conditions

  • Ableto work indoors in normal office environment and outdoors with occasional exposure to all weather conditions. These meetings and field inspections may require extensive walking on land used for construction sites, which is located away from paved roads, and may involve crossing through mud, debris, heavy foliage, construction areas, and creeks or pastureland. Field environment may also involve being around livestock and or captive animals.


  • Able to travel as necessary to off-site locations, with occasional overnight stays required.
  • Able to work in a fast-paced environment with high daily pressure to meet deadlines.
  • Able to work occasional overtime (scheduled and/or unscheduled, nights and/or weekends), as needed or required to meet established deadlines.
  • May be required to remain in the service area during emergency events and assume responsibilities assigned by the company to aide in restoration efforts.
  • Active participate during an EOP event
