Primary Function of Organizational Unit
The Office of Legal Affairs handles all legal issues for the University, including potential litigation, administrative hearings, contract negotiations, policy development and review, and advice and representation before external agencies, including the U.S. Department of Education - Office for Civil Rights ( OCR) and the U.S. Equal Employment Opportunity Commission ( EEOC)
Primary Purpose of Position
The Assistant University Legal Counsel position is located within the Office of Legal Affairs and reports to the Chief Legal Counsel. This position will provide general legal advice to North Carolina Central University's academic and non-academic officials. The Assistant University Legal Counsel functions as a generalist, providing services in a variety of subject areas routinely handled by the Office of Legal Affairs, including contract review, employment law, public records, other requests for Information, and assists NC Department of Justice with litigation matters.
Required Knowledge, Skills, and Abilities
The applicant must demonstrate a commitment to fulfill the University's mission. The applicant must also demonstrate aptitude to excel in the general practice of law; excellent oral and written communicable skills; strong interpersonal skills; excellent research and analytical skills and reasoned judgment; ability to work both collaboratively with others and independently; familiarity with a broad range of legal issues that arise In a public higher education setting; and ability to consider legal requirements along with business imperatives in the development of practical solutions that meet client needs. Prior experience as a legal counsel to an institution of higher education is preferred but not required. Prior experience as legal counsel at a public entity and/or state government experience, and experience in the practice of law regarding employment law and contracts is strongly preferred.
Minimum Education/Experience
The successful candidate will possess a law degree from an ABA accredited law school and a minimum of five years professional legal experience as a licensed attorney.
Licenses or Certification required by Statute or Regulation
The candidate must also have a North Carolina State Bar membership in good standing, or licensure in good standing in another state on the date of initial employment and licensure to practice law in North Carolina within one year following initial employment.

Primary Responsibilities and Duties


Function Administrative
Describe the specific tasks and responsibilities related to the function.
The Assistant University Legal Counsel will primarily be responsible for contract review and negotiation, including procurement contracts and Intellectual property agreements, employment matters involving employees subject to the State Human Resources Act, preparing responses to external agencies, including the U.S. Department of Education - Office for Civil Rights and the U.S. Equal Employment Opportunity Commission, responding to public records requests and subpoenas and conducting legal research as needed. The Assistant University Legal Counsel will also assist with advising department areas, for example: Department of Nursing, School of Education, Human Resources, and others. The candidate will also be expected to perform duties otherwise assigned by the Chief Legal Counsel.
