  • Proficient working experience with utilization of computers, data entry and information management through an enterprise resource planning systems (ERP), data spreadsheets, and word processing software (i.e., Microsoft Office Applications).


Essential abilities to:

  • Exercise attention to details, view and dissect information analytically; application of good judgement and problem-solving, time management a must to maintain daily work responsibilities while handling high customer demands, and excellent organizational skills and capable to multitask are critical to be successful in this role.

Position Overview


Primary Purpose of Position
The primary purpose of this position is to support the Payroll Office in ensuring that the designated payroll processes are completed accurately and timely, and in compliance with applicable guidelines, for the Office's client base; which includes faculty, staff, temporary employees, graduate and undergraduate student workers, vendors, management, auditors, etc.

The incumbent in this position will be accountable to complete accurate data keying of pertinent information in our accounting/payroll system; completing payroll tasks such as tax deduction and direct deposit setup, garnishment and levies entries, retro-pay calculation, voluntary employee benefit deductions, and other pay-related entries/corrections for accurate pay. Maintain accurate records of transactions and inquiries.
Primary Function of Organizational Unit
The University Payroll Office is organized as a unit within the Division of Business and Finance with direct reporting responsibilities to the Assistant Vice Chancellor for Business and Finance/Comptroller. The University Payroll Office has functional responsibility for all NC A&T State University payrolls, and the accounting functions related to payroll. Payroll is responsible to administer timely payroll processing adhering to federal, state and university regulations that result in salary compensation for pay distributed via direct deposit or check, and to reconcile and remit certain benefits and other deductions. The Payroll Office is also responsible for ensuring that the University maintains full conformity with tax compliance rules and regulations governing payments to foreign national employees.
Work Hours 8:00am - 5:00pm; Monday - Friday; overtime as required; occasional weekend work

Required Competency Knowledge - Program
Duties
Capable to interpret, understand and apply regulatory Federal, State and UNC System Shared Services policies and procedures governing payroll administration. Flexible to adapt to unanticipated or new office procedures is expected. Possess well-developed analytical capabilities. Attention to detail along with the ability to comprehend and retain information is critical for this position.

Process and complete established payroll disposition steps and procedures to conclude the bi-weekly payroll every other Wednesday up through Feed to Finance. Responsible to complete analysis, computing research, data entry, and data validation to conclude the bi-weekly and monthly payrolls using BANNER HR/Payroll for assigned alpha section for all employment classifications. Manages paper tax and direct deposit form review, validation and entry. Completes system entry and validation for employee payroll voluntary and involuntary deductions and garnishments for both monthly and bi-weekly payrolls. Ensure that payroll disbursements are made, only upon proper authorization, to bona fide employees, payroll disbursements are properly recorded, and that related legal requirements are in compliance. Auditing payroll data keyed to ensure accuracy and timely entry.

Audit payroll data to ensure accuracy and timely process entry. Reconcile employee payroll deductions, as needed. Completing check requisitions and submitting requisitions through AggieMart and/or Accounts Payable by established deadlines.

Serve in back up capacity for front desk services when the office Administrative Support Associate is out of the office. Attend conferences, seminars, meetings as required and based on funding availability.


Required Competency Office Technology
Duties
Must utilize Banner Ellucian, WebFocus Reporting, Intellechek, AggieMart, and enterprise email systems to access, query, and update for payroll related matters. Create basic functional spreadsheets with use of software application, export data, and utilize prepared excel spreadsheets for calculations and data entry. Send and receive written communication, including the sharing of spreadsheets, word processing, and database files, through secure email messaging to internal and external constituents. Operate standard office equipment, such as, computer, all-in-one printer, scanner, fax and copier, and multiple line telephone.

Position incumbent must communicate with departments, employees, and administrative staff regarding pay issues and inquiries. Establish and maintain a collaborative relationship with internal department staff. Understand and be capable to interpret financial information verbally and in writing using a clear, concise, and organized format. Content presenter of payroll information to individuals or groups; ability to deliver information to the characteristics and needs of the audience. Convey accurate information clearly, either verbally or in writing, to ensure the receiver understands the information and the message. Must be able to compose emails, letters, memorandums, and directives using correct grammar. Express written facts in a simple and clear manner to meet the specific need of internal and external constituents.

Duties
This incumbent must be able to identify, research and resolve standard to moderate payroll-related problems utilizing operating procedures, practices and established precedents. Must be able to recognize and resolve employee inquiries with us payroll forms and utilization of resource documentation. Apply the use of policies and procedures to bring about clarity and resolution to employee issues and or concerns. Work a great deal independently weighing alternative actions and make decisions that incorporate opinions, facts, and tangible and/or intangible, factors. Consult with Senior Payroll Analyst or Payroll Accountant for complex payroll matters that require additional support or intervention for resolution. Recognize recurring issues and problems, and develop recommendations for management resolution.

Must possess the ability to use sound judgement and multi-task seamlessly where constant interruptions exist to regain awareness of prior and other tasks for completion.


Required Competency Information/Records Administration
Duties
Capable to maintain a filing system for payroll actions which facilitate retrieval for daily use and audit responses. Able to query and use database to compile assimilate, and organize both printed and electronic information. Proficient to file documents in a timely manner at the completion of payroll in electronic and paper-based storage venues.
