General Purpose of Job

This position is responsible for developing and controlling expense and capital equipment budgets for the GIS Services department and all activities associated with the addition, deletion, or changes to all lighting accounts; maintenance of geographical boundaries of cities and townships for the purposes of franchise fee assignments; territorial agreements with adjacent utilities; and the field inventories and collection of GPS coordinates for all Cooperative facilities; the development and maintenance of integrated Geospatial Information System (GIS) database of spatial and non-spatial data; providing access to analyses and presentation of this data; maintaining the geospatial information system to ensure the electric, land and environmental data models are properly maintained so that system connectivity and facilities represent real-world situations.

Supervision and Leadership

This position has responsibility for setting the direction for the Engineering Services department; effectively communicating the goals and expectations of the department to its members and how those goals inter-relate to the corporate goals; evaluate and develop the capabilities of team members; provide direction, coordination and evaluation of employees in the engineering design, system planning, and land rights groups in order to promote efficient, effective, and measured results. This person is expected to perform supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education


  • Minimum bachelor's degree in computer science, computer engineering, cartography geographical information systems or related disciplines.
  • Preferred master's degree in computer science, computer engineering, cartography, geographical information systems or related discipline
  • Job-related experience may be substituted for the required education on a year-for-year basis.

Experience


  • Minimum of ten (10) years progressively responsible experience in GIS and mapping applications of electrical distribution facilities.
  • Minimum of six (6) years in a management position supervising multiple individuals and functions.
  • Preferred experience or working knowledge of Smallworld, AutoCAD, or ArchInfo.
  • Preferred experience within an electric utility or related industry.

Other Requirements


  • Ability to operate a variety of office equipment, including a personal computer, printers, copy machines, telephone, and fax machine.
  • Ability to work irregular hours for assignment completion and flexibility to change scheduling and report to work on short notice during emergency situations.
  • Normal work hours shall be eight (8) hours between 8:00 am and 5:00 pm, Monday through Friday.
  • Successful completion of pre-employment background check, physical and drug screen.
