Overview

R&P is seeking a Senior-Level Engineer to support the U.S. Navy's LPD 17 Shipbuilding Program (PMS 317) in Norfolk, VA. This position will serve the Hull Managers support providing ovrsight and coordination ensuring all Post Delivery tasks are properly tracked and executed, as well as the conduit among Amphibious Ships (fleet and those in Post Delivery) capturing and sharing lessons learned and issues among the crew, Program Office, Fleet Introduction Team, regional maintenance activities, and Life cycle support offices, when directed and tasked to support those availabilities.

Job involves direct interaction with the ship's crew to provide deck plate ship operations and maintenance expertise and assist in troubleshooting and managing critical repairs and improvements.

Responsibilities

    Actively engage with the ship's crew to provide on-the-ground expertise in deck plate ship operations and maintenance. Offer hands-on assistance in troubleshooting, resolving issues, and managing critical repairs and improvements that ensure the vessel's operational readiness.
  • Serve as the primary liaison between Amphibious Ships-both in new construction/post- delivery and in-service (either at the build yard or Home)-facilitating the exchange of lessons learned, addressing challenges, and disseminating information between the ship's crew, Program Office, Fleet Introduction Team, regional maintenance activities, and Life Cycle Support Offices, especially when tasked with supporting maintenance availabilities.
  • Support the Hull Manager by assisting in the oversight and coordination of specific work items during Post-Delivery Availabilities (PDAs), Windows of Opportunity (WOOs), and Continuous Maintenance Availabilities (CMAVs), ensuring that all tasks are properly tracked and executed.
  • Aid the Hull Manager in exercising government oversight, resolving issues, and managing schedule coordination with the Industrial Prime Contractor. Additionally, assist with the collection and verification of Objective Quality Evidence (OQE) to document the completion of work items and to certify the associated Production Completion Date (PCD) Key Event.
  • Facilitate communication and coordination between various stakeholders, including the Program Office, Fleet, NAVSEA/ISEA, Class Squadron (CLASSRONs), and other Technical Authorities, ensuring that all parties are aligned on technical goals and updated accordingly.
  • Assist Commanding Officers and Department Heads in resolving Casualty Report (CASREP) issues, developing Departure from Specification (DFS) documentation, and validating and reviewing Operating Procedures to ensure compliance and operational efficiency.
  • Support the Hull Manager in quickly addressing deck plate challenges, offering technical feedback, and participating in the ship's weekly Planning Board for Maintenance. This includes assisting with streamlining responses to warranty issues, PDT&T problem reports, CASREPs, and coordinating work planning between the ship's homeport arrival and Obligation Work Limiting Date (OWLD).
  • Aid the Hull Manager in conducting detailed ship checks, responding to questions from the Program Office Technical/System Integration Director, other Program Office Managers, and Class Planning Yard, particularly concerning equipment configurations and technical specifications.
  • Provide assistance in the planning and execution of Alteration Installation Teams (AIT), ensuring that modifications and upgrades are efficiently carried out.
  • Act as the systems integration technical representative, collaborating with various teams to develop practical solutions to potential integration and design issues, ensuring smooth and effective system functionality across all shipboard systems.
  • Assist the Ship's Force in preparing for the Light-off Assessment (LOA) and, when necessary, for the first ULTRA E in the homeport, ensuring that all required systems and operations are fully ready for assessment.
  • In addition to primary responsibilities, support other Program Office teams during critical preparations and the execution of various inspections and certifications, including Builder's Trials, Acceptance Trials, Sail Away, and Final Contract Trials, at a designated location such as the homeport or building yard.


Qualifications

  • Bachelor of Science degree in engineering discipline related to job with 10+ years of relevant Shipboard Engineering work experience or 15+ years of shipboard engineering experience, Navy A/C School, and Engineering Officer of the Watch (EOOW) Qualification preferred.
  • DoD/Navy ACAT I Program, Amphibious Assault Ship Class and Navy Fleet Introduction experience is required.
  • Active Secret Clearance or eligibility to obtain one.
  • Naval Enlisted Classification Code 4206-Shipboard Engineering Plant Program Manager and Master Training Specialist or Afloat Training Specialist preferred.
