PURPOSE OF POSITION: Transit Grants Analyst I: Transit Grants Analyst II: ESSENTIAL JOB FUNCTIONS: Transit Grants Analyst I: 2. Prepares annual Transportation Improvement Programs (TIP) and Unified Planning Work Program (UPWP). Represents City Utilities on local coordinating, ADA, and planning committees as assigned. Collects, assembles, and submits data regarding utilization and operation of the bus system. Prepares reports and studies of the transit operation. 3. Coordinates with Director - Transit in the preparation and administration of the Transit Services Department's annual budget and long-range plan in conjunction with grant applications and anticipated revenues. Prepares monthly, quarterly, and yearly reports required in the FTA regulations. Maintains files and records of grant applications and status reports regarding grants. Responsible for tracking Transit capital and non-capital budget expenditures for both FTA and non-FTA funded projects. 4. Responsible for responding to APTA, FTA, MoDOT, and Missouri Department of Social Services (MOHealthNet) reporting requirements on a monthly, quarterly, and annual basis and submit surveys from these organizations, as requested. 5. Prepares and maintains statistical information for the filing of monthly National Transit Database Safety and Security Reporting and annual National Transit Database Reports. Assist with obtaining passenger mile and unlinked passenger trip statistical samplings for both fixed route and paratransit systems and report that data to the FTA. 6. Assists with financial management of various Transit capital and non-capital projects including development of an RFP through completion of the project. 7. Ensures compliance with the transit related portion of the Americans with Disabilities Act (ADA) by meeting with local organizations and ensures compliance with the ADA paratransit plan and policies and procedures of both fixed route and paratransit service. 8. Assists Transit Management with operation of the paratransit system by approving rider applications, controlling subscription appointments, monitoring no-shows and cancellations, and addressing customer problems. Monitors the paratransit system operation to assure compliance with FTA and ADA regulations. Responsible for the MOHealthNet contract and related monthly billing reports. 9. Reconciles cash farebox deposits with electronic farebox and bank deposit reports. Assists with preparation and review of monthly Transit Statistics report related to revenues and ridership to provide to Director-Transit and CU's Finance and Rates staff. 10. Assists internal auditors on the preparation of the FTA Biennial Inventory and retirement of transit assets. Maintains and updates Transit's asset records for FTA, CU's Internal Audit, and CU's Plant Accounting Departments. 11. Responsible for City Utilities' compliance with FTA's Triennial Review every three years. Works with the Triennial Review Contractors and FTA staff on grant compliance requirements. Assists external auditors on the annual Single Audit Report for City Utilities' financial compliance requirements reported to FTA. 12. Develops and administers required Title VI and Limited English Speaking (LEP) Plans and manages CU's compliance with these programs. 13. Performs other related duties as required or assigned by management. Transit Grants Analyst II: 1. Supervises Information Coordinator and Transit Coordinator and conducts annual performance reviews. 2. Administers 5310 program including grant management, identifying sidewalk projects and seeking funding partnerships with City of Springfield. 3. Participates in ongoing training from FTA and National Transit Institute (NTI). 4. Provides backup to Director-Transit as necessary and may assume additional responsibilities in their absence. QUALIFICATIONS: Education and Experience: Transit Grants Analyst I: Transit Grants Analyst II: Licensing/Certification: Transit Grants Analyst I and II: Transit Grants Analyst II: Knowledge, Skills, and Abilities: Transit Grants Analyst I and II: Transit Grants Analyst II: Transit Grants Analyst I and II: Typically, sedentary work. Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer is required. Working Conditions: Duties are primarily performed in an office environment. Occasional night and weekend work required. Occasional travel required. Miscellaneous Requirements: * Employee must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.
