MINIMUM QUALIFICATIONS
Experience:

Any combination of education and experience that has led to the acquisition of the knowledge required by the position. A typical way of acquiring the knowledge would be:
bachelor's and/or master's degree in Civil, Agricultural, or Environmental Engineering, or a related field, and five years of increasingly responsible experience in water resource engineering and water supply projects, including hydrologic analysis and operations modeling of the CVP, SWP, and the Sacramento-San Joaquin Bay/Delta Estuary and related systems; or equivalent.


License/Certificate/Registration Requirement:
Driver License: Possession of a valid California Class C Driver License may be required at the time of appointment. Failure to obtain or maintain such required license(s) may be cause for disciplinary action. Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis.
Possession and proof of a driving record free of multiple or serious traffic violations or accidents for at least two (2) consecutive years. The driving record will not contribute to an increase in the Authority's automobile rates.
Certification: Possession of a Certificate of Registration as a Professional Engineer and/or Possession of an Engineer in Training (EIT) with intent to possess PE, issued by the California State Board of Registration.

Abbreviated Job Description:
Under the general direction of the Water Policy Director, performs multi-disciplinary technical work and policy analysis related to the preservation, restoration, and enhancement of Authority member agency water resources including, but not limited to evaluation of impacts on the Authority member's contracted water supply resulting from state and federal regulatory actions. Assignments are given in broad outline form, leaving latitude for independence in the selection of analytic techniques, the evaluation of alternative methods of performing the work, and the development and use of computer modeling software.

  • Investigates and identifies impacts to the Authority members' water supply of regulatory actions that affect Central Valley Project (CVP) operations
  • Utilize knowledge of current and changing political, socioeconomic, environmental, or technical factors of water requirements to evaluate the potential impacts of proposed water management operations
  • Analyze hydrologic information to develop operational strategies for competing demands for water
  • Plan work involved in water resources research and analysis activities, act as project manager on planning water resources development related matters or on special projects as assigned
  • Simulate project operations, temperature, hydrodynamics, water quality and salt transport, and particle-tracking models to evaluate and identify impacts and alternatives to CVP operations
  • Conduct highly advanced and complex mathematical, statistical and numerical analyses to develop improved models to inform management actions impacting the Authority members' water supply
  • Conduct analysis and studies regarding water supply, review, test and apply computer models used by various jurisdictions and agencies that have a potential impact on the Authority members' water supply.
  • Review and provide recommendations on modeling results such as CALSIM, DSM2, SVSIM, USACE HEC models, WEAP, C2VSIM, CVHM, and Hydrologic Particle Tracking.
  • Present expert witness testimony of a technical nature to various hearing bodies as assigned
  • Provide support to O&M and Engineering departments for project development and maintenance.
  • Prepares, or supervises consultants in the preparation of, environmental documentation and economic analysis related to CVP and State Water Project (SWP) operations, water transfers and other water supply projects
  • Performs project management for water transfers and other water supply enhancement projects
  • Interacts with Federal, State, and local regulatory agencies and coordinating partners, including Authority members, as required
  • Monitors U.S. Bureau of Reclamation's Central Valley Operations Coordinating Office and California Department of Water Resources Operations and Maintenance Office activities related to forecasts, daily operations, and water allocation decisions
  • Develop applications to enhance the Authority's ability and effectiveness to monitor, evaluate, and predict CVP and SWP operations
  • Prepares reports, manuals, memoranda, correspondence, and other documents or materials
  • Prepares and presents water supply updates to the Authority's Board of Directors
  • Serves as Authority liaison or representative on committees, task forces, at meetings and hearings
  • Other duties as may be assigned


Knowledge of:

  • Hydrodynamic computer modeling used for managing reservoir operations and routing river and channel flows, and current modeling methods and models such as CALSIM, DSM2, Particle tracking or other relevant models.
  • Long-term Operations of the CVP and SWP
  • Federal, state and local laws, codes, regulations, and ordinances related to water management, allocation, transfers, and projects when assigned.
  • Principles of hydraulic design, hydrology, materials engineering, soil mechanics, and structural engineering.
  • Engineering mathematics and statistical analysis techniques.
  • Engineering economics, specifications, and contract procedures.
  • Water conservation and management practices, including plant-soil-water relationships.
  • Surface and subsurface drainage principles and practices.
  • Principles and practices of management, supervision, and budgeting.
  • Construction methods and materials.
  • Irrigation principles and practices, including wastewater reuse.
  • Fundamentals of specification writing and regulations.
  • Computer technology and design software as applied to perform engineering tasks.
  • Principles and practices of power regeneration and energy conveyance systems.
  • Engineering principles, practices, and methods of planning design construction, operation, and inspection of water distribution and drainage collection systems.
  • Principles and practices of effective customer service.


Ability to:

  • Utilize knowledge of hydrodynamics and other unique aspects of the Sacramento-San Joaquin Bay/Delta Estuary operations, aquatic biology, water rights and water transfers
  • Apply the principles of National Environmental Policy Act, California Environmental Quality Act, Endangered Species Act, California Endangered Species Act, Clean Water Act, Porter-Cologne Water Quality Control Act, and other applicable laws and pursuant regulations
  • Apply the principles of hydraulic design, hydrology, materials engineering, and soil mechanics
  • Apply engineering mathematics and statistical analysis techniques
  • Evaluate engineering economics, specifications, and contract procedures
  • Perform specification writing and environmental documentation
  • Participate in interagency coordination groups in a constructive manner
  • Establish and maintain cooperative working relationships
  • Regularly and consistently meet attendance/punctuality requirements
  • Follow instructions, work independently and cooperatively with others


Typical Physical Activities:

  • Travel to conduct Authority business.
  • Sit or stand for prolonged periods of time.
  • Frequently lift up to 25 pounds.
  • Reach with hands and arms.
  • Speak in a normal voice to be able to be heard and understood on the telephone.
  • Ability to traverse uneven ground at construction sites.
  • Hearing and vision within normal ranges with or without correction.


Environmental Factors:

  • Exposure to the sun: 10% or less work time spent outside a building and exposed to the sun.
  • Irregular or extended work hours: Occasionally required to change working hours.

BENEFITS

Holidays: Employees receive eleven (11) paid holidays, including one (1) floating holiday.

Vacation & Medical Leave: Vacation leave is accrued at the rate of 80 hours per year up through year 4. At year five, leave increases to 120 hours per year. At 10 years of service, vacation leave is accrued at the rate of 140 hours and at 15 years of service, vacation leave increases to a maximum of 160 hours per year. Medical leave accrues at the rate of 8 hours per month.

The total potential combined contributions for the 401(a) and the 457 plans by the Authority may amount to a maximum of 13% of your gross base annual salary. All contributions under both plans vest immediately to you.


NOTE: You should be aware that the Authority does not participate in Social Security. This may affect Social Security benefits you have already earned upon retirement.
