About the Position

Acting as a senior member of the SPI management team, the Senior Capital Project Manager (SCPM) provides overall supervision of Capital Projects branch staff responsible for new and ongoing projects, including evaluating performances, managing leaves, and assigning projects.

The SCPM ensures capital improvement projects are delivered on time, on budget, and meet customers' satisfaction. Supporting the SCPM in these efforts is one Capital Project Manager (CPM). The Capital Projects Team, which is responsible for managing projects at the Main Adult Detention Facility, Sheriff's Office, District Attorney, Public Defender, and Probation as well as all other County facilities. The SCPM is familiar with Americans with Disabilities Act (ADA) standards and practices. In addition to providing leadership for the Capital Projects Unit, the SCPM is responsible for directly managing the most complex design and construction projects.

Additional responsibilities include:

  • Supervising and leading staff to optimize team dynamics to build a motivated and high performing team, including performance management, assignment of projects, and balancing workloads through the consideration of staff strengths and areas of expertise
  • Monitoring required levels of productivity for reimbursable staff
  • Advising staff of potential risks to execution and when to take corrective action
  • Ensuring projects comply with applicable laws, codes, regulations, and policies
  • Providing consultation on design and construction issues, accessibility standards, means and methods of construction, cost estimating, contract management, and procurement processes
  • Recommending and implementing process improvements to project management
As our next SCPM, you will bring to the position your strong leadership and mentorship skills, dedication and desire to improve the built environment and embrace the County Board of Supervisors' goals of sustainability, energy independence, social equity, and greenhouse gas reductions, and a solution-oriented mindset directed at overcoming complex building challenges. You will also bring your proven capital project management experience as well as experience and knowledge in many of the following areas:

  • Public Contract Code, including references to Uniform Building Code and National Fire Protection Association
  • Americans with Disabilities Act
  • Principles of energy efficiency, sustainability and carbon reduction strategies
  • Practices in Historic Preservation and Cultural Resources
  • Government capital building policies and procedures
  • Computer aided design and drafting
  • Proficiency in Microsoft Office Suite, including Microsoft Project

Requirement: To be considered for this position, possession of a current, valid certificate of registration as an Architect or Engineer issued by the State of California, or a Certified Construction Manager credential accredited by the American National Standards Institute (ANSI) and issued by the Construction Management Association of America's (CMAA) Construction Management Institute is required at time of application submission.

Sonoma Public Infrastructure (SPI) plans, builds, manages, and maintains the County of Sonoma's investment in critical services and quality infrastructure. SPI's multiple Divisions are dedicated to providing construction and maintenance services throughout the community, including:

  • Airport - operates and maintains airfield facilities for general and commercial services as well as corporate, recreational, law enforcement, emergency medical transport, and firefighting aircraft

Minimum Qualifications

Education and Experience : Any combination of education, training, and experience which would likely provide the required knowledge and abilities listed. Normally, this would include graduation from an accredited college or university with a degree in architecture, engineering, or construction management and five years of experience as a professional architect, engineer, or construction manager with increasing responsibility for managing major commercial, institutional, and industrial design and construction projects including facility planning, preparation of cost estimates, and schedules, budget and schedule management, and the preparation or management of the preparation of construction plans and specifications, bidding management, and construction management as well as experience with lead or general supervision of subordinate staff would provide such opportunity. A Master's degree in a related field and experience with project management for a mid-size public agency are desirable.
Certificate: Possession of a current, valid certificate of registration as an Architect or Engineer issued by the State of California, or possession of a Certified Construction Manager credential accredited by the American National Standards Institute (ANSI) certification and issued by Construction Management Association of America's (CMAA) Construction Management Institute.
License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment, to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

Considerable knowledge of : facility planning; architectural design, details, and standards; the principles and practices of civil, structural, mechanical, and electrical engineering and landscape design; construction methods and materials; laws, ordinances, and codes concerning building design and construction; including the Americans with Disabilities Act; contract negotiation and administration relative to facility projects; preparation of cost estimates, budget, and schedule management; ; project management theory, practice, and procedures; construction administration.
Knowledge of : Public Contract Code and other laws relative to public sector construction; construction document preparation and specification writing; architectural theory, practices, and procedures; modern management practices; staff management, and supervision; computer word processing, spreadsheet, project management, and other software programs.
Ability to : deal effectively with professional engineers and architects, County departments, elected officials, consultants, contractors, and others involved in facility design, bidding, and construction; work constructively with people individually and in groups; read and correctly interpret building plans and specifications; make sound judgments based on research and analysis; plan and organize work activities and direct the work of others; apply professional techniques and methods to the solution of practical design and construction problems; prepare and present various reports both orally and in writing; make mathematical calculations; analyze situations accurately and adopt an effective course of action; develop long range plans and programs which are in conformance with related County projects and policies; evaluate employee performance to identify achievements and areas needing improvement; effectively work with subordinate staff to successfully complete projects on time and within budget; manage multiple projects at the same time under pressure.
