JOB SUMMARY: These are professional positions with the City of Frederick, Maryland, responsible for a variety of historic preservation planning functions, including the review of applications for rehabilitations, additions, and alterations to existing structures, installation of accessory structures, including fences, sheds, and signage, as well as new construction in the Frederick Town Historic District and individual districts. These positions are responsible for providing technical recommendations to appointed and elected officials, assisting property owners in understanding the technical and procedural requirements of the historic preservation planning process, and developing and implementing educational and outreach efforts that promote preservation planning objectives. Regular hours for this position are Monday through Friday from 8:00 a.m. until 5:00 p.m. Historic Preservation Planning Staff are required to attend public meetings after normal working hours. HISTORIC PRESERVATION PLANNER I $35.45 per hour ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Conducts technical review and analysis of applications for rehabilitations, additions, and alterations, to existing structures and the installation of accessory structures within the City's Historic Preservation Overlays (HPO) for consistency with the applicable Historic District Design Guidelines and the Department of Interior's Standards for the Treatment of Historic Properties.
- Prepares and presents reports and recommendations to the Historic Preservation Commission on individual applications.
- Works collaboratively with Code Enforcement staff to investigate incidents of potential violations of the Historic District Design Guidelines and procedural requirements outlined in the Land Management Code.
- Assists in the annual review of applications for tax credit requests.
- Assists property owners in understanding the historic preservation planning process and requirements for filing an application.
- Reviews building permits to ensure compliance with historic preservation applications.
- Attends scheduled and special meetings in the evening as needed.
- Performs other duties as assigned.
QUALIFICATIONS:

REQUIRED EDUCATION AND/OR EXPERIENCE:
- Bachelor's degree in Historic Preservation or a related field.
REQUIRED CERTIFICATES AND/OR LICENSES:
- Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment.
REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):
- Knowledge of basic computer software is required.
- Self-motivated, capable of taking initiative.
- Ability to research issues, analyze data, write and communicate clearly, and present oral reports effectively at public meetings.
- Ability to interact with the general public and to respond to inquiries regarding City planning issues and regulations, by phone, walk-ins, and via email. Ability to work with other City personnel effectively to carry out the responsibilities of the position.
- Excellent research and writing skills.
- An understanding of historic building materials and construction techniques.
- Ability to read architectural plans, site plans, and technical drawings.
OTHER DESIRABLES:

HISTORIC PRESERVATION PLANNER II

ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Conducts technical review and analysis of applications for rehabilitations, additions, and alterations to existing structures, installation of accessory structures, and new construction within the City's Historic Preservation Overlays (HPO) for consistency with the applicable Historic District Design Guidelines and the Department of Interior's Standards for the Treatment of Historic Properties.
- Prepares and presents reports and recommendations to the Historic Preservation Commission and elected officials on individual applications, legislative changes, the designation of HPOs.
- Works collaboratively with code enforcement staff to investigate incidents of potential violations of the Historic District Design Guidelines and procedural requirements outlined in the Land Management Code.
- Completes annual review of applications for tax credit requests.
- Assists property owners in understanding the historic preservation planning process and requirements for filing an application.
