Summary:

The objective of this requirement is to provide support to Headquarters Air Force, A3TE in the Planning, Programming, Budgeting, and Execution (PPBE) of the USAF apportionment of the Joint Training, Exercise, and Evaluation Program (JTEEP). This position will support the Sustain Joint Training Integration Into Nine (9) USAF JNTC Accredited/Certified Programs and Sites, and Four (4) National Guard Bureau (NGB) JNTC Accredited/Certified Programs Sites, including Red Flag, Green Flag, Virtual Flag, Blue Flag, Red Flag Rescue, The USAFE Joint Training Program at the Warrior Preparation Center (WPC), Northern Strike, Northern Lightning, Southern Strike And Patriot, over 45 Exercises Annually Are Conducted.

Job Duties:



  • Coordinate with Headquarters Air Force, Joint Staff J-7 representatives, MAJCOMs, and JTEEP SIF program stakeholders, to collect and compile fiscal year financial requirements for preparation and submission of budget plan for the USAF allocation of JTEEP SIF funding to meet exercise requirements included in the Joint Staff's JTEEP FY Program Execution Plan (PEP).
  • Maintaining/updating all Emergency and Special Program (ESP) code listings within the Defense Finance and Accounting System (DFAS) manual and with SAF/FMBMB.
  • Coordinate with MAJCOMs, National Guard Bureau and Joint National Training Capability (JNTC) program stakeholders, to collect and compile fiscal year Joint Training Coordination Program (JTCP) operational and financial requirements for participation in future Air Force Joint Service accredited exercises. Prepares USAF budget submission for the USAF allocation of JTCP funding to meet exercise requirements included in the Joint Staff JTEEP FY Program Execution Plan (PEP).
  • Provide Air Force input to the planning process for joint exercise schedules and joint exercise development and assist the appropriate USAF MAJCOM representative through the Joint Staff's Joint Training Coordination Program (JTCP), to include coordination on other Service requests for USAF forces to support other Service exercises, as well as USAF requests for other Services support for USAF exercises and USAF Opposing Force (OPFOR) JTCP.
  • Monitor and update the Air Force portion of the Joint Staff J-7 JTCP tool database for changes, including changes in the ability of Joint Forces support to Air Force exercises, and will update actual cost data in the database at the conclusion of each exercise.
  • Participate in monthly multi service JTCP coordination meetings representing the interest of Air Force accredited program stakeholders.
  • Coordinate with all USAF JNTC program stakeholders, gather, analyze, compile and report JTCP performance measure metrics to Joint Staff J-7 on a quarterly and annual basis.
  • Participate in monthly multi-service Joint Assessment Enabling Capability (JAEC) meetings. Also gather, analyze, compile and report Program Budget Requirement (PBR) measures of effectiveness on a quarterly and annual basis to measure PBR effectiveness in mitigating Joint capability gaps and seams IAW standards outlined in the PEP.
  • Organize and facilitate the AF JNTC summer and winter working groups ensuring program stakeholders are informed of changes to the overall program and are best prepared to submit PBRs to mitigate identified program shortfalls.
  • Provide guidance and feedback to program stakeholders as they prepare their PBRs for the following FY.
  • Participate in the annual AF evaluation and scoring of AF JNTC service direct PBRs and recommend priority funding distribution for each Fiscal Year.
  • Participate as an AF SME in the PBR Technical working group and will score Joint Service technical PBRs. Further review JNTC technical directions, decisions and technical elements of proposed projects and actions for validity and impact to Joint and Service training capabilities and develop and direct recommended USAF responses.
  • Participate in the annual Joint Staff J-7 led evaluation and scoring of multiservice adaptive PBRs.
  • Assist program stakeholders in preparing quarterly unfunded requests (UFRs) and will participate in the Joint Staff J-7 evaluation and scoring of other service UFRs.
  • Analyze Congressional proposals, DOD guidance, policies, directives, and changes in resource requirements, and assesses potential operational impacts to JTEEP programs. Also review and provide inputs for applicable Program Management publications including the Program Goals and Objectives (PG&O), Program Execution Plan (PEP), and a variety of Concept of Operations Plans (CONPLANS).
  • Provide inquiry response support, preparing proposed executive level responses to requests for information via the Task Management Tool (TMT) and other electronic means. Requests for information can be of an unclassified or classified nature.
  • Responsible for coordinating, changing, and preparing for publication, AF Instructions guiding AF participation in the JTEEP program.
  • Provide USAF training Subject Matter Expert (SME) assistance to the Joint Accreditation and Certification (A&C) process of USAF training programs.
  • Attend various other meetings throughout the performance period, some of which will require travel to CONUS and OCONUS locations.
  • Participate in teleconference, video teleconference, and secure video teleconference meetings when appropriate.
  • Maintain/oversee Air Force inputs to the Joint Investment Database (JIDB).
  • Prepare documents in response to Joint Action Control Office (JACO) taskings as required and will obtain Government required training to function as one of the Division's JACO Joint Readers (J-Reader).
  • Document participation/support provided in a monthly status report.
  • Research, analyze, and prepare written proposed responses to Air Staff, Chairman, Joint Chiefs of Staff (CJCS), DOD, Congressional, Government Accounting Office, Air Force Audit Agency, and other staff inquires.
  • Review Air Force, Joint, DoD, and other staff publications, documents, and proposals.
  • Monitor Branch Task Management Tool (TMT) tasks/workflow and respond as required.
  • Deliver all inquiries and their responses to the Government for review and concurrence prior to responding to inquiry.


Basic Qualifications:



  • Minimum of five (5) years of demonstrated experience at the MAJCOM or above in interpreting or editing major policy and procedural guidance documentation for the Department of Defense while conducting and understanding complex analyses and studies to support directors of staff and senior leadership.
  • Minimum of ten to fifteen (10-15) years of tactical and operational level experience in major AF weapon systems while supporting military operations.
  • Knowledge of general Government accounting/financial/budgetary practices.
  • Knowledge of Tactical/Operational Training concepts.
  • Knowledge of the JTEEP program is highly desired.

  • Prior Military service is preferred.

Working Environment:

The usual daily work conditions will be in an office environment located at Joint Base Andrews, Maryland. The job requires occasional lifting of computer and other equipment, generally not more than 50 lbs., usually in connection with equipment transport to off-site locations for exercise events. Travel to training exercise locations includes both CONUS and OCONUS. Exercise duty may include extended work periods beyond 12 hours; air travel more than 18 hours on a single aircraft; outdoor working conditions; and driving for extended periods to work sites.
