We are seeking a highly motivated Facilities Chief Engineer for a data center to join our team. This person is charged with effective daily leadership and administration of the engineering team with the objectives of safely and effectively operating machinery and systems and quickly and professionally responding to the needs of the tenants and the Building Manager. The Chief Engineer is also responsible for protecting and improving the value of the owner's asset and ensuring that building machinery and systems meet or exceed their rated life. Your day to day: Department Administration Organize and manage all administrative functions related to the engineering department. This includes but is not limited to: Budgeting and financial control Compliance with all local codes and regulations Personnel compensation management Team training Team productivity monitoring Upward reporting on budgets, energy accounting, and productivity Review of tenant buildout plans, pre-occupancy inspections. Coordinate with construction manager. Department Leadership Supervise and organize all staff activities either directly or through effective delegation to subordinates. Included are activities such as: Organization of dispatch and response procedures Developing and motivating the team Dispensation of activities, projects, and routines Establishing and using chain of command procedures Instilling a sense of pride and customer service in team members Implementing hazard control and team safety practices Implement and Maintain Systems and Standards Fully implement all standard operating systems and practices, including the following: Implementation of the Preventive Maintenance System Schedules preventative maintenance with minimum disruption of building services. Analyzes preventative maintenance log data in order to formulate more efficient operating procedure. Establish training goals for each team member. Maintains responsibility for tenant services, preventative maintenance, purchasing and inventory control, contracted maintenance, general maintenance, and technical proficiency of the engineering team. Develops and conducts programs to train property team members in the installation, programming, safety, maintenance and repair of machinery and equipment. Jones Lang LaSalle engineering policies related to machinery and system operation, vendor and contractor relations, vertical transportation systems, and centrifugal chiller maintenance. Technical Competence Develop a complete personal knowledge of all building machinery, equipment, and systems such that: Machine life is maximized. Design intent is matched or exceeded. Tenant satisfaction with system performance is consistently high. Maintains responsibility for complying with the Engineering Services Operations Compliance Program Monitoring Monitors the quality and pricing of maintenance work performed by outside contractors. Assures the timely performance of maintenance contract work on elevators, fire alarm systems, HVAC equipment and control systems etc. Oversees the fulfillment of equipment warranty obligations by the original installer. Secures equipment manuals and drawings from original installers and /or contractors. Building Systems Understands the engineering design and operational aspects of each building system. Direct experimentation with building systems to yield a more energy effective or comfortable building. Monitor the allocation of building resources to various base building and tenant needs. Devises technical enhancements, which will improve some aspect of building operation. Responsibilities Assists in the preparation of expense and capital budgets in accordance with client(s)' cost justification guidelines. Administers expenses and capital projects to be within budget. Provides explanation of budget variances and operational status report to Assistant General Manager(s) by the first of each month. Assures accurate time records of Operating Engineers and submits to Accountant well in advance of payroll processing deadlines. Tracks and justifies overtime worked by Operating Engineers, assuring that costs are well within budget parameters. Inspects physical conditions of buildings and equipment at least monthly. Prepares work orders for repairs and requisitions for replacement of equipment, as necessary. Reports deficiencies and action plan to solve problems to General Manager. Recommends measures to reduce or eliminate fire, safety, and environmental hazards. Cooperates with police, fire and civil defense authorities about problems affecting the building(s). Orders and directs fire drills and emergency procedures. Devises fire protection programs and organizes and trains property team to carry out established procedures. Assists General Manager in coordination of tenant construction and capital improvements. Reviews project instructions and blueprints to ascertain test specifications, procedures, objectives, and test equipment, nature of technical problems and possible solutions such as redesign or substitution of material or parts. Cautions contractors regarding complaints about excessive noise, disorderly conduct or misuse of property. Maintains efficient use of energy in operating each building by using sound energy management practices in the documented daily sequence of operations. Trains members of the team in the fundamentals of energy management. Works closely with general contractors and design engineers to incorporate automated systems with construction plan and identifies low cost/no cost energy conservation program. Ensures that the engineering team follows the property accounting procedures including the accurate completion of purchase orders, receiving reports, and service acknowledgments and the use of three competitive bids for all projects exceeding client(s)' guidelines. Performs and oversees tests of building systems. Records test procedures and results, numerical and graphical data, and makes recommendations for changes in operations or test method. Assures proper recording of equipment readings, settings and status changes and noteworthy operating occurrences in appropriate logbooks. Recommends, justifies, develops and coordinates installation of projects which enhance the value of the client(s)' asset(s). Ensures the availability of adequate operating inventory of tools, equipment and supplies for the engineering team. This includes developing sources, evaluating suppliers, conducting quarterly vendor quality meetings as part of the Valued Vendor Program, performing periodic checks of inventories and creating purchase specifications and bid packages. Competitively bids and prepares all MEP service contracts to ensure high quality and cost- effective services. Assists the General Manager in developing/revising and coordinating implementation of emergency procedures manuals, contractor rules and regulations and tenant design criteria. Supervisory Responsibilities Directly supervise the operating engineers. Carries out supervisory responsibilities in accordance with the policies enumerated with Jones Lang LaSalle and applicable laws. Responsibilities include interviewing, hiring, and training employees. Planning, assigning, and directing work. Appraising performance. Rewarding and disciplining employees. Addressing complaints and resolving problems. Sound like you? To apply you need: Education & Experience Two-year technical degree in HVAC or related field. Record of stable and continuous employment. Seven to ten years of JLLS engineering experience or equivalent industry experience Three to five years supervisory experience or experience as an Assistant Chief Engineer.
